I don't think you're wrong.
Here's the theory.. I've subscribed the ubuntu-translations-
bugsupervisors team to check it out, because, having installed the
French and Italian language packs, it works as expected for French, but
not for Italian...
Qt is a framework by Nokia for writing graphical applications. It
provides routines for building user interfaces, for example, and comes
in the form of a "library". Applications link to this library, so that
they can hook in and call useful routines, and draw their interfaces in
a similar and coherent way; consequently, the strings used in displaying
basic user interface elements will probably be provided by Qt. GTK is
another such framework, written in C rather than Qt's C++, and primarily
used by the GNOME desktop, as opposed to Qt's usage in KDE.
Doing a search for "qt" in Synaptic will return large numbers of
packages: programs using Qt, programs to be used with Qt, programs to
help development with Qt, and the various Qt components themselves. You
shouldn't have to worry about this, as Qt is provided in the "main"
repository, meaning that the strings and translations are stripped out
(to make updating translations and translating in Launchpad easier), to
be provided in the language packs. (Well, this is how it works according
to the Ubuntu Wiki).
