The issue is that libclutk/unity attempts to use fragment shaders when they are not available on the card. I imagine there are still a fair few laptops out there with old cards (marketed as directx 7) especially in the low end range. I think the only shader in use in unity is the blur for behind the popup icon menus.
Unity/libclutk should detect the graphics card does not support shaders and either fail gracefully or preferably disable/bypass the shader effect.
