/etc/init.d scripts are treated as configuration files too, as specifically mandated by Debian Policy [1]. By default, all files in /etc are marked as conffiles by Debhelper [2]. This is important for whoever’s working on this bug, because you will need to write code to specifically clean up the old-style init script; the necessary code is given on the Debian Wiki page I linked to earlier [3].
