We re-discussed bug 570240, and decided that it was better for anything
necessary to install languages to ship all translations. Thus I'll re-
enable the stripping blacklisting in pkgbinarymangler (committed to bzr
now). However, for maverick we won't upload a new binarymangler any
more, it's less invasive to just locally disable the mangler in
language-selector.
