Public bug reported:

It seems like the -t parameter, regardless of what it is set to,
defaults to 10 seconds (-t 10000?), no matter what I put in. If I put in
-t 0, then a simple message box shows up. Here's an example of some
combinations I've tried:

desktop ~ $ notify-send -t 5000 "Test"
desktop ~ $ notify-send -t 3000 "Test"
desktop ~ $ notify-send -t 1000 "Test"
desktop ~ $ notify-send -t 1 "Test"

All causing the notification box to remain up for 10 seconds.
