I cannot reproduce this.  I've tried installing with and without an
Internet connection.

Jeff, can you boot into the "Try Ubuntu" mode, put a set -x on the
second line of /usr/lib/ubiquity/apt-setup/50mirror.ubuntu and
/usr/lib/ubiquity/apt-setup/91security, then run the install in debug
mode (ubiquity -d)?  When it completes, I'll need
/var/log/installer/debug /var/log/syslog from the live CD, and
/etc/apt/sources.list from the target system.
