It looks like the newer class file is now included in texlive-latex- extra, but based on the filelist at http://packages.ubuntu.com/lucid/all /texlive-latex-extra/filelist,
a) all but three of the thirteen .bst files associated with the new class are missing (model1a-num-names.bst, .. model6-num-names.bst) - these are required for specific journals in the Elsevier journal lineup. The three .bst files which have been provided are generic types for use with the tiny handful of Elsevier journals without a specified bibliography style; and b) the old version of the classfile is still included in the Canonical- supported Lucid versions of texlive-publishers and texlive-bibtex-extra, which are the only two results that appear when you search for "elsevier" in Synaptic.
