[needs-packaging] TuxGuardian

Please, add to Ubuntu repositories TuxGuardian. It is an application
based firewall. It has a unique feature that is not offered by others
linux firewalls. I think many new linux users would  like to have this
functionality, which is actually a standard for windows firewalls. It
gives additional security options that other linux firewalls based on
iptables don't have.

Features:
Detects unauthorized applications trying to act like a client or a server; 
Operates with or without user intervention; 
Verifies the applications' integrity so that maliciously modified software 
won't be able to send or receive data through the network; 
Uses a three-layered architecture of independent modules, which eases the task 
of addings new features and functionality;
