This bug was filed in 2008, for a largely different version of network-
manager. Since then, carrier detection has improved and changed a lot
and there are additionally other ways you can force NetworkManager to
restart a connection (re-establish the DHCP session), e.g. clicking the
connection's name in the left-click menu, even for wired connection.

If you're seeing this on 10.04 or even 9.04 or 9.10, please open a
separate bug so we can solve these specific issues (and add the
information related to your own system, so if possible using 'ubuntu-
bug' to report a bug), and report back here with the bug number.
