The problem still exists in 10.10 :(

By the way, the Gnome's network manager applet has a checkbox that allows the 
user to switch networking on and off.
Adding an appropriate functionality to KDE's networkmanager widget will give us 
a stable workaround for this bug: we can always turn the networking on if the 
systems forgets to do this ;)
