Thanks for reporting this bug and help to make ubuntu better.
I'm not sure to understand what do you mean and can't reproduce it, can you
please put some steps so that we can easily reproduce this bug, like:
1. start an application from the launcher
2. right click on the icon launcher
3. the apps is unfocussed and then, doesn't have the menu exported to unity.
(the left part is called "launcher", the top part is called "panel", that will
make the discussion easier to follow :))
