Public bug reported:

Binary package hint: linux-image-2.6.35-22-generic

There is a bug fixed in the next upstream kernel patch release that is
not in the version shipped/about to be shipped with ubuntu 10.10. The
bug mis-uses the hpet timer on x86 and was bisected to a resolution in
another thread on the net. It affects a number of systems, including,
at least, my Core i7 (EVGA x58 Classified). Symptoms are jurkky
slowness in all aspects of operation, while things like system monitor
show 60-90% utilization on all 4 processors when doing even the most
basic tasks.

I'm posting here so affected victims may find the quick fix more easily.
It took me some time and I don't see a similar bug posting.

Adding "hpet=disable" to the kernel boot command in grub solves the
problem until the patched kernel makes it into production.

** Affects: linux-lts-backport-maverick (Ubuntu)
     Importance: Undecided
         Status: New
