There is some type of communication going on between time-admin and the
XFCE panel. I verified that the timezone was in fact changed when I
restarted time-admin. Afterwards I enabled synchronization with NTP
time servers, shortly after installing NTP and selecting the time
servers, the time in the xfce4-panel changed to the corresponding time
that the time server provided.
