This is also intentional. Upstream KDE crashes should be reported to
bugs.kde.org, leaving Launchpad to only be used for packaging errors.
This is as per the Kubuntu policy, which has been in use since the
release of Kubuntu 9.10 at the start of the 10.04 cycle:
