RFC 2119 (IIRC, I don't have web access to check) generally discourages TLD validation, but calls out all numeric TLDs as an exception that should be checked. So in general, I agree about TLD validation, but all numeric is an exception.
I agree that there is an issue, but not in the postfix package. Its input validation is catching the results of input validation failures elsewhere in the system.
