Public bug reported:

In startup applications, any reference to  ~/  (home folder) is
misinterpreted and becomes ~/~/

To test, create an entry in "startup applications" :
gedit ~/Desktop/test

it opens  gedit and a doument called test, but the location is invalid, it 
becomes:
gedit ~/~/Desktop/test

Tested using ubuntu 10.10 64 bit
