Assuming this is the same issue as on the Ask Ubuntu question, it seems
the problem was that the Software Centre could not download the file
from the Canonical server.
I think flashplugin-installer should contain a fallback mechanism for
cases like this, rather than continually trying and getting stuck in a
loop.
