I've got a IBM ThinkPad/Lenovo T61 which is running Ubuntu 10.10 Netbook and whenever I turn it on Bluetooth is always enabled, this has always been the case with previous versions. I would also ideally have it remember the previous state upon startup rather than it be fixed on/off. I have in the past added a hciconfig line to rc.local to have it disable bluetooth upon startup but this is not a great solution.
