The Indian government plans to fully adopt it everywhere within the next 
6months .
and we already have keyboards with the symbol available in India :

Since we do boast as the first OS to ship ₹ natively[ in Ubuntu 10.10 ],
it would be ideal if we can patch gucharmap to make it more complete.
