gnome-cups-manager has been removed since Ubuntu 8.10 and has been replaced by
system-config-printer.
system-config-printer allows you to change the output order in a graphical way
therefore we are closing this bug report.
Feel free to reopen if you still have this problem in Ubuntu 10.04.1 LTS or
higher and don't hesitate to submit bug reports in the future. To reopen the
bug report you can click on the current status, under the Status column, and
change the Status back to "New". Thanks again!
