Works for me on Hardy / 4.7.0.9 in tty both for screen and raw sessions.
I can't check on Lucid / Maverick yet, but since it works perfectly on
Hardy I already suspect it has nothing to do with mc per se.

All combinations Shift+F1 to Shift+F8 don't work on mc in console (tty) mode,
on konsole (gui) mode works normally
