** Description changed:

This appears to be new in Ubuntu 10.10. I did not experience this
  problem in Ubuntu 10.04.

At first, I thought USB audio input was not working at all. My device
(Logitech, Inc. QuickCam E 3500 046d:09a4) was detected fine in Sound
Preferences, but speaking into the mic had no effect on the input level
indicator. The input volume was set at 100%.

I booted into the Live CD and there the mic appeared to work. I noticed
the input volume was set below 100%. I booted into my Ubuntu
installation, set the input volume to below 100% and the mic began to
  function properly.

I use Skype to communicate with friends & family. Skype has an option to
"Allow Skype to automatically adjust my mixer levels". This is on by
default and sets the input volume to 100% in my case, causing this bug
to rear its ugly head. Turning the option off in Skype fixes the
problem, but without the automatic adjustment Skype's ability to reduce
the feedback from the speakers seems to be disabled. Skype becomes
unusable unless I use a pair of headphones.

This bug does not appear to affect non-USB mics.
