I confirm... have just the very same problem.
My solution is to kill the process. It leads to disabling of all appearance
settings to defaults.
Then I go System-Preferences-Keybord and this process runs again and all the
settings come back to their places. (no restart is needed).
I have 3 layouts: ru, en, ukrainian
ubuntu 10.10 i386
