Hi Andrea, thanks for your report. There's actually an additional case for the introduction of new applications and that's when a new application appears post-release via the extras.ubuntu.com repository. This is a new facility that has just been implemented for Maverick, and in fact this new facility was the main impetus for creating the "What's New" section.

Once an application becomes approved and released to extras.ubuntu.com, it will appear in the "What's New" section and also in a new new node in Software Center called "Independent".
