I problem has gone away. I am not sure how it happened or why it was fixed. I installed and then uninstalled some new software "PlayonLinux, iTunes, and MS Office 97/2000". None of it worked right so I uninstalled it, then my top menu completely disapeared. I had to power off to shutdown. Then the next time I rebooted everything was fine and has been fine ever since. I've rebooted several times and run many different programs since to test. That happened over the weekend, gnome-panel no longer has a white block.
