Jeremy, Why the current development release? This is an issue in the latest LTS release.
I can confirm that the backported Maverick kernel, 2.6.35-22 does not exhibit this problem (though I have problems with hibernate and not S3 suspend). While searching I've run across a few people claiming that setting NEED_CLOCK_SYNC=1 in /etc/pm/config.d/defaults fixes the problem. I'll give that a try.
