The downloading happens in the main process of aptdaemon. Changing the  
locale for the main process could interact with error messages  
generated by the daemon for actions of another user. In the trunk  
branch there is a mechanism to create error messages in the language  
of the transaction. So it would be ok to ship it as a distro patch -  
knowing its limitations.

The unsetting of LANGUAGGE seems to be sane, but should happen in the  
_fork method. This way it would also be re-used by the dpkg progresses.
