Also, I'd like to add that part of the problem with the divergence in capped speed vs actual speed is that Transmission reports actual speed as capped speed. What I would prefer to see is that when speed is capped, Transmission still report the actual speed (spikes and all) - this would at least make it easier to gauge Transmission's success - but as it is, it simply states the capped # when all data to the contrary shows that is not the case. So that even if all torrent clients have a problem accurately capping they should not have a problem accurately reporting their attempt to cap...
