Binary package hint: synaptic

I tried to upgrade my system in the Package Updater when it popped up.
My system only upgraded partially and stated there was a problem and the
system was not able to update properly.  I'm not sure exactly what the
message was, but the entire system did not upload.  Now when I go to
Ubuntu Software Center it says items cannot be installed or removed
until package catalog is repaired.  However, when I press repair it says
the installation or removal of a  software package failed.  This happens
every time I open Ubuntu Software Center.
