Emacs23.2 from ppa:ubuntu-elisp has a much smaller window than Emacs23.1 shipped with Ubuntu 10.10. I guess this is because of a much smaller font size.
Upgrading to this version solved my problem of having the mode line off the bottom of my screen (1440x900), a problem reported by Kalman in bug #622246, a duplicate of this bug (although I am not sure it should really be marked as a duplicate).
