I'm running Ubuntu 10.04 with kernel 2.6.32-25-generic-pae.
My motherboard is a Gigabyte EX58-UD5.

This problem on shutdown wasn't native on my configuration for Ubuntu 10.04. It 
appear after some update, about one month ago I think.
And it's not related with the splash graphical login/logout.
Indeed removing "quiet splash" from GRUB_CMDLINE_LINUX_DEFAULT doesn't resolve 
the problem... it still hang on 
"Will now halt"

Instead, in my case, as reported in comment #10, adding acpi=force to
GRUB_CMDLINE_LINUX_DEFAULT worked.
