Am seeing the same thing (mine's in English....) since I upgraded to Lucid from Karmic last week.
Network Manager Applet v0.8 on Lucid. The SIM has no PIN number, but as soon as I click on the name of the mobile broadband profile it prompts for a "mobile broadband network password", repeatedly. After quite a lot (maybe 10 or so) of clicking OK, it eventually connects. If you enter a password (just a letter will do), you only get asked 2 more time, just click OK those two times and it connects.
