I don't know why and when, but this seems to be fixed, tmp is now
cleaned on boot here on Lucid.
$ apt-cache policy mountall upstart
mountall:
Installed: 2.15.3
upstart:
Installed: 0.6.5-7
** Changed in: mountall (Ubuntu)
Status: Confirmed => Fix Released

/etc/init/mounted-tmp.conf doesn't clean /tmp if it's NOT a mountpoint
