Avahi seems to work for ever until a reboot for me as well but here is

Also i think the order may not matter either, as you can see, if i stop
netatalk and start avahi it still advertises the AFP service:

Sorry to shoot down the two main ideas. Oh, and about 20% of the time
avahi works after a reboot. discovered this while troubleshooting with
about 15 reboots in 2hrs checking each time.
