NOTICE - reporters, please distinguish s2ram and s2disk. (Here, "s2ram"
does not necessary mean /usr/bin/s2ram.)

Hi. This is a long standing issue on various hardwares[1]. Let me try a
summary.

* Depending on machines, cause may be suspend to RAM or suspend to disk. (Or 
both.)
* It happens always to some, sometimes to others.
* This is known to TuxOnIce team; they say that this is often the cause of 
trouble.[2]

Cures vary too. Some or all may not work for you.
* Downgrading Ubuntu version may fix.
* In my case, s2disk is the cause, but after resume from s2disk, call s2ram, 
and the fan works.
* Delete the related modules (acpi, cpufreq, ...) before suspend, and re-insert 
them after resume. (For me, this worsen!)
  In Debian / Ubuntu, delete /usr/share/initramfs-tools/hooks/thermal and 
you're done.
* Re-plug the power cord after resume.
* $ cat /proc/acpi/thermal_zone/*/temperature


I've noticed one thing. If the room temperature is lower, the fan is more 
likely to work correctly. While my PC is running, does something happen to 
reset the kernel?
