It seems this is a bug in empathy and not telepathy-gabble. I've used empathy daily for over a year now and this has never happened so I've just rolled back to the lucid release of empathy & empathy-common (2.30.0.1-0ubuntu3) and I can now suspend and resume with empathy re- connecting instantly.
