Public bug reported:

Binary package hint: gnome-games

If you reach a point in the game when you have to shuffle the tiles in
order to continue, and after the shuffle the game is still in an
unsolvable state, you aren't prompted to shuffle again. Even if you undo
the move and redo it an unlimited number of times, it appears that the
shuffle is using a static psuedo random number that is salted with the
same value, so the only solution is to restart.

Technically a very minor and rare bug, but still a bug ;)
