I think the mechanism by which Unity is telling Empathy to close might be simply by telling all the windows to close. Most apps quit at that point, but Empathy doesn't.
This suggests we should provide a way for the app to override even the standard entries in the quicklist, like quit, or at least add hooks so that additional app-specific actions can be taken when they are selected.
