No, I don't know any software that does this correctly. The question is what you conclude from that. It's certainly possible the PDF is faulty. But it seems to be a common enough problem (bug 664061) that somebody who understands this takes a serious look if there is anything that can be done. My hunch is this may actually not be an evince issue but one for the font rendering engine, but I have no idea which package that is these days. Pango?
