I'm a dev. from WTactics.org and we love to use Inkscape for plenty of our stuff. This issue is indeed a bug: While not a technical one and in the words true meaning, it's a human one beyond all logic. It shouldn't be on a "wishlist" - it's like lacking mouse or fill support in Inkscape and putting that on a wishlist. Sure, the program operates and can be used, but it doesn't in any way operate as expected/needed by the industry or even the average joe.
