I'm not sure I understand the issue, could you please answer the following two
questions:
1. How do you start evince (e.g. by double-clicking on a PDF)?
2. What exactly do you mean by "no other programs can be run"? By what means
(e.g. selecting from the menu) are you trying to start other programs?
