The first link reports that the wubi installer downloaded the netbook
10.04 image 3 times, then checks that it's not 10.04.1 and rejects it.
This seems like a relatively easy fix for a wubi developer (Evan?) and
since ubuntu.com is still offering wubi.exe at release 10.04.1 it's
still affecting users.

Maybe the easiest fix is just to update ubuntu.com to have wubi.exe for
10.10.
