Thank you for opening this bug and helping make Ubuntu better. This has
been discussed before -- see, for example:

The default behaviour of 'rm' is dictated by POSIX and, as such, cannot
be changed (unless POSIX itself changes it). It is usually considered a
better practice to alias 'rm' if one wishes this type of protection.
Additionally, there are thousands of scripts that rely on this
behaviour...

As such, closing WONTFIX.
