That issue you see is with the notification area / system tray. By default that appears as a keyboard menu in the indicator applet, where the selected layout is visible on the side. You're getting a different experience because you appear to have removed the indicator applet.
So, this can't be a papercut because it doesn't affect the default experience. This may be an upstream issue, but I'm not sure what Ubuntu's patches change here. Can anyone confirm whether this happens with upstream's keyboard indicator?
