Seems similar to this issue https://bugs.launchpad.net/ubuntu/+source/emacs22/+bug/281766 There are package install/remove for emacsen a2ps but no package. I moved /usr/lib/emacsen-common/packages/install/a2ps and ../remove/a2ps and it looks like emacs is upgrading okay.
