can you add your ~/.bashrc to this report please? bash_completion should
be enabled there by default (no need to enable it in /etc/bash.bashrc
which would work too of course)
~/.bashrc should have at the bottom:
# enable programmable completion features (you don't need to enable
# this, if it's already enabled in /etc/bash.bashrc and /etc/profile
# sources /etc/bash.bashrc).
