I think the process is basically get a working and tested package into a Launchpad PPA, mention that you have in a bug somewhere, and then subscribe the MOTU to that bug, and they'll sponsor it into the archives. To do the subscription thing, click "subscribe someone else" on the bug page and I think you want to just enter "MOTU".
