It looks like you aren't really interested in getting this fixed... I would backport the Maverick stuff to Lucid, but this is impossible because it would force a newer GLib than currently available in Lucid. If many others had this problem too, why was this bug never confirmed? Sebastian already tried to reproduce the issue, which did not work and it also does not happen with Daniels APTcc. Also, PK/KPK use the same download method Synaptic uses, so it is unlikely that the error lays in PK itself...
