I also have this issue on Maverik Meerkat. I am using a laptop screen on the
bottom and an external display above, which is my primary display (has the
menubar and the panel on it). If I maximize any application on the upper
screen, the last line is covered with the program panel.
I don't know whether I am using compiz, how would I see that? It is the
standard install, I have disabled effects. I checked: Compiz is installed...
