Thanks for responding on this issue. I do understand how important this can be. I did manage to get the keyboard tones enabled in Ubuntu 10.04. After following what you have already tried, I opened the volume control by clicking on the speaker in the panel, then clicking on "Sound Preferences...". On the Sound Effects tab, which should be the first tab opened, there is "Alert volume:" with a slider that is turned all the way down or left. By moving that slider all the way to the right, the keypresses generate a tone. This does not affect the output volume, which is controlled by the slider in the volume control on the panel.
